JOB TITLE:            Employment Services Manager

PROGRAM:          Employment (Within Department of New American Integration)

SUPERVISOR:       Director of New American Integration Services

The Employment Services Manager (ESM) has a dual role within the Employment program. 50% of time is dedicated to program management of the new United Way Works Grant (a grant focusing on providing welfare recipients work experience) 3  and 50% is dedicated to supervision of employment operations and team members.

  • The ESM will implement the services of the new United Way Works program outlined under the current contract, and ensure that services are completed and tracked through working with partner agencies, referred clients and DSS. This is a direct service responsibility and the ESM will work with approximately 10 clients per month
  • The ESM will provide general supervision of 4 employment team members and several volunteers ensuring that they are staying on track with client referrals, assessments, work plans, and ensuring case notes are up to date and accurate in compliance with contracts.
  • The ESM will also be responsible for strategic job development and working with employers on larger scale projects and employment needs


Education:       BS/BA in Business or Human Resources or Social work or equivalent experience in the refugee, employment, or human services area

Required Experience:

  • Networking either with businesses or other non profit agencies at meetings, conferences, or as part of job outreach
  • program implementation
  • coordination and tracking/monitoring

Experience with diverse cultures, clients and/or refugee population is preferred.


  • Minimum 2 years supervisory experience
  • Excellent communication (oral and written), interpersonal, organizational and time management skills
  • Convey a polished and professional image and demeanor as position requires dealing with outside vendors, employers, co-workers and agencies, and representing the Institute to the above and at various functions
  • Flexible schedule to accommodate the needs of the agency, employers and our clients
  • Ability to work cooperatively with clients, co-workers, management, and the public
  • Ability to work in a multi-cultural setting and communicate with a clients from a variety of ethnic and religious backgrounds and lifestyles
  • Ability to think creatively, analytically and autonomously
  • Current valid driver’s license, and access to own transportation ability to drive clients on an as needed basis and
  • Ability to meet short timelines, under pressure


Works under general supervision of the Director of New American Integration Services


United Way Works: (20 hours per week)

  • Maintains regular contact with Employment Supervisor at DSS to coordinate overall program and ensure smooth operation
  • Sends monthly invoices to United Way for payment of work
  • Receives client referrals from DSS and conducts intake assessments, employment plan, enrollment into job club and worksite
  • Ensures clients attend job club and coordinates with site supervisor to ensure clients are attending work fare experience.
  • Reports non compliant clients to DSS
  • Works with employment team to identify possible jobs for eligible clients and coordinates with staff to ensure placement
  • Ensures compliance with Grant including reporting
  • May conduct employment related trainings to participants


  • Oversee employment staff with regards to attendance, and coordination and supervision of day to day work responsibilities.
  • Bring concerns to attention of Director
  • Meets on a regular basis with employment grant partners
  • Knowledgeable of and responsible for overall employment contract/subcontract requirements (Journey’s end. Catholic Charities, BRIA, MG, United Way)
  • Ensures that staff responsible for payment based contracts are vouchering on a regular basis, contracts are filled and ensuring compliance and provide updated invoices to finance for tracking purposes (supervises responsible staff member)
  • Ensures that jobs and clients are being matched in a timely way via supervision of staff
  • Conducts weekly update meetings with staff
  • Provides statistical and other reports to director on a regular basis


  • Recommend and investigate new programming based on need
  • Meets with new employers to develop sustainable programs or relationships


  • May represent IIB at employment related meetings, media events or outside organizations
  • Attends staff meetings and represents employment department
  • May attend conferences or trainings and meetings related to employment
  • Works with director to brainstorm new programming
